Info on Project
The PCDC is a private nonprofit organization acting as the developer for the East Village Expansion Project.
The land is being purchased privately with no town debt or town management of the project.
In April 2026, the PCDC was awarded a $5.2 million federal grant under the Housing and Urban Development (HUD) Community Development Block Grant for Disaster Relief program, administered by the Vermont Department of Community Development.
The funds will be used to develop infrastructure (roads, utilities, water, wastewater) for owner-occupied housing units.
Homes are being constructed by HONE Homes LLC and Central Vermont Habitat for Humanity. They will invest $8 million in the project.
Construction will be completed by Dec 31, 2030 in accordance with the CDBG-DR requirements.
70% of these units must be sold to households making up to 80% of Washington County Area Median Income (AMI). In 2026 AMI for a family of four in Washington County is $114,700, making a family of four with an income of $91,000 eligible. AMI for a household of one is $79,800, making a single person with an income of $63,840 eligible.
